How to Apply

If you have a disability, you may apply for ODSP while receiving OW.

Ontario Works and tax

Like ODSP, Ontario Works (OW) payments are not taxable income and do not appear on your T1. However:

  • You should still file a tax return every year to access the GST/HST credit, Ontario Trillium Benefit, and the Canada Carbon Rebate
  • Employment earnings while on OW are taxable — you will receive a T4 from your employer
  • OW is not counted as income for federal benefit purposes, so receiving it does not reduce your GST credit or CCB

Filing taxes while on OW is generally straightforward through the free Community Volunteer Income Tax Program (CVITP) — free tax clinics run by CRA-trained volunteers. Find clinics at canada.ca/cvitp.

Appealing an Ontario Works decision

If you are denied OW, cut off, or have your payments reduced, you have the right to appeal:

Moving from Ontario Works to ODSP

If your financial situation is due to a disability that will last more than a year, you may be eligible for ODSP, which provides significantly higher support ($1,308/month vs $733/month for a single person).

You can apply for ODSP while still receiving Ontario Works — your caseworker can help you initiate the process. During the transition period, OW payments continue. If your ODSP application is approved retroactively, there may be an adjustment for the months you were on OW.

The community start-up and maintenance benefit

Ontario Works provides a one-time Community Start-Up and Maintenance Benefit (CSUMB) to help with extraordinary shelter-related costs:
