How do Quebec student loans work?
Quebec operates its own student financial aid system independently of the federal NSLSC. The Aide financière aux études (AFE) administers the Programme de prêts et bourses (loans and bursaries program). Students apply through the AFE; funding comes as a mix of non-repayable bursaries and repayable loans. The proportion of bursary vs loan depends on family income — lower-income students receive a higher bursary share, reducing repayable debt.
Do Quebec students have access to federal student loans?
Quebec opted out of the federal Canada Student Loans program and receives a compensatory transfer from the federal government, which it uses to fund its own program. Quebec students do not receive federal NSLSC loans — they receive Quebec AFE loans and bursaries instead. The 2023 federal elimination of interest on student loans does not apply to Quebec provincial loans.
Is the Quebec student loan system better or worse than other provinces?
Quebec’’s system is often considered more student-friendly: lower tuition ($3,000–$4,000/year vs $7,000–$10,000 in Ontario), subsidized childcare for student parents, and a higher proportion of non-repayable bursaries for lower-income families. The trade-off is that Quebec taxes are significantly higher, and post-graduation salaries are lower than in Alberta or Ontario for comparable roles.
